Quanto ci sentiamo sicure nelle nostre città? Ve lo dico io: poco, molto poco. E i recenti fatti di cronaca avvenuti nei pressi delle principali stazioni ferroviarie italiane di certo non aiutano.
Prima le molestie a una ragazza sul treno regionale Milano-Bergamo, poi l’aggressione a una studentessa a pochi passi dalla stazione Termini di Roma, lo stupro nell’ascensore della stazione Centrale di Milano ai danni di una turista. La denuncia di alcuni albergatori del quartiere romano Esquilino che non possono più assumere donne per i turni di notte, troppo pericoloso tornare a casa a fine turno.
Le aggressioni in prossimità delle stazioni ferroviarie di Milano, Roma, Napoli, ma anche Bologna, Firenze e Torino sono sempre più frequenti: furti, risse, rapine, minacce, percosse, violenze sessuali. Luoghi diventati una zona franca, un terreno fertile per la criminalità, un pericolo per cittadini e viaggiatori.
Ho scoperto da poco l’esistenza di “Viola Walk Home”, una startup italiana che grazie a una rete di volontari fa compagnia in videochiamata a chi viaggia da solo o si trova a percorrere strade buie e deserte. I numeri che sono emersi da un suo recente rapporto sono impietosi: nove donne su dieci non si sentono protette, due su cinque raccontano di aver subito molestie sessuali nei vagoni o sui binari delle stazioni, moltissime hanno cambiato gli orari dei loro viaggi anche se più costosi per paura di essere sole per strada.
Questa situazione non è più tollerabile. Dopo le direttive del ministro dell’Interno Piantedosi alle Prefetture, sappiamo che è in corso una “sperimentazione” nelle principali città italiane, ma evidentemente non bastano i controlli, gli arresti e le espulsioni che ci sono state grazie soprattutto al lavoro straordinario che ogni giorno le Forze dell’Ordine svolgono sul territorio. E se davvero la strada da seguire – come sembra – è quella della videosorveglianza e del riconoscimento facciale, sarà interessante capire come coniugare il diritto alla sicurezza con quello alla privacy.
Bisognerebbe offrire una risposta più efficace al bisogno di protezione in quartieri dove la percezione di insicurezza è molto diffusa. Bisognerebbe capire anche come farsi carico dei bivacchi nei pressi delle stazioni: perché non è solo un problema di sicurezza, ma anche di decoro. Penso per esempio ai turisti che transitano nei principali snodi ferroviari italiani e che dovrebbero portare via con sé l’immagine di un Paese bello, moderno, dinamico, ma soprattutto sicuro.
Su questi temi ho interpellato già diverse volte il ministro Piantedosi, l’ho fatto con un’interrogazione del 21 marzo scorso e anche qualche settimana fa con il consueto Question Time che ci permette in Parlamento di interrogare direttamente un membro del governo. La risposta del ministro non mi ha pienamente soddisfatta, ma capisco che una situazione così complessa non si risolve con soluzioni sbrigative. Bisogna però agire, e in fretta. Per ripristinare la sicurezza e la legalità sui treni e nelle stazioni ferroviarie non bastano i controlli spot, non bastano le circolari e le direttive. Serve molto di più.
Sentirci al sicuro quando viaggiamo è un nostro diritto. E tornare a casa la sera, pure.
