Con il Consiglio dei Ministri del primo maggio il Ministero da me guidato ha voluto dare un segnale chiaro e importante: il diritto al lavoro è per tutti e per poter rendere più forti e coese le nostre comunità dobbiamo cambiare prospettiva iniziando a vedere in ogni persona talenti e competenze sulle quali investire sia nel settore pubblico che nel mondo privato. È il motivo per il quale ho voluto portare nella riunione del Consiglio il primo decreto attuativo della Legge Delega in materia di disabilità, emanata nella scorsa legislatura. Con questo provvedimento, che riguarda la riqualificazione dei servizi pubblici per l’inclusione e l’accessibilità, intendiamo garantire a tutti i cittadini l’accessibilità universale ai servizi forniti dalle Pubbliche amministrazioni e soprattutto garantire ai lavoratori con disabilità la possibilità di svolgere il loro lavoro in autonomia con la piena fruibilità degli spazi fisici e delle tecnologie alle postazioni di lavoro. É un primo passo importante che va nella direzione che, con sempre più coraggio e convinzione, dobbiamo percorrere per tracciare quel percorso futuro in cui tutte le persone, anche quelle che si trovano in una condizione di maggiore fragilità, possano esprimere le loro potenzialità e contribuire alla crescita e allo sviluppo del nostro Paese.
Il percorso è iniziato da tempo, a partire dalla Convenzione Onu sui diritti delle persone con disabilità, ma la strada da fare è ancora tanta. Il tema dell’inclusione lavorativa, unitamente al progetto di vita della persona, è davvero cruciale. Per tali ragioni, ho voluto inserire nello stesso decreto due proposte per il sostegno al Terzo Settore che in questi anni ha svolto un ruolo fondamentale creando opportunità di integrazione e posti di lavoro per tante persone con disabilità. Prevediamo un contributo per quelle imprese sociali che predispongono apposite figure professionali che accompagnano la persona con disabilità durante il percorso di inserimento lavorativo e che si impegnano nel patto di servizio personalizzato. C’è poi una norma che prevede un contributo in favore degli enti del Terzo settore e delle Onlus per i giovani con disabilità tra i 18 e i 35 anni assunti, con contratto di lavoro a tempo indeterminato, tra il 1° agosto 2022 ed il 31 dicembre 2023. Per l’erogazione del contributo è stato istituito un apposito fondo, con una dotazione iniziale di 7 milioni di euro per l’anno 2023 e che potrà essere successivamente integrato.
Si tratta di segnali precisi che abbiamo dato in occasione del 1° maggio, ma che ovviamente non si fermano qui. In attesa di riformare e attualizzare la Legge 68 del 1999 e di attuare pienamente la Legge Delega, l’attività che stiamo portando avanti va esattamente nella direzione di garantire a ciascuno una vita piena e partecipata. In particolare, il progetto di vita, sul quale stiamo lavorando, è la strada che permetterà di passare dal modello dell’erogazione dei servizi all’accompagnamento vero in un percorso nel quale ciascuno possa esprimere pienamente i propri talenti e le proprie competenze per metterle al servizio della comunità, e vivere una vita dignitosa e il più possibile autonoma e indipendente, come ci chiede la Convenzione Onu sui diritti delle persone con disabilità.
È un obiettivo ambizioso e per raggiungerlo serve l’apporto di tutti ad ogni livello istituzionale: solo se uniamo le forze e le energie e rafforziamo la collaborazione tra Istituzioni, enti del Terzo Settore, mondo del privato e del privato sociale, possiamo fare davvero la differenza e scrivere un futuro più giusto e inclusivo per tutte e tutti.
