Tra leadership e potere, il testo sulla Lobby in approvazione in Senato, rappresenta un’importante regolamentazione per il mondo delle relazioni pubbliche in Italia, che, finalmente, non considera le relazioni pubbliche in maniera differente dalla comunicazione e le allinea al livello internazionale in un percorso di creazione di valore. In questo ambito per una negoziazione sostenibile e inclusiva, il ruolo fondamentale è del relatore pubblico, in grado di “governare le relazioni” e analizzare i processi di cambiamento, sviluppandone una strategia complessiva.
Con il passaggio in Senato, l’adozione del testo unificato delle tre proposte di legge in materia di “Disciplina dell’attività di rappresentanza di interessi”, proposto dalla relatrice Vittoria Baldino, che unifica i progetti di legge degli Onorevoli Francesco Silvestri, Silvia Fregolent e Marianna Madia, fornirà una nuova opportunità anche in termini di formazione e professionalizzazione maggiore nel mestiere del comunicatore e del relatore pubblico.
L’attività di lobby e l’insieme più vasto del public affairs, è, infatti, nell’ambito delle relazioni pubbliche, uno strumento che favorisce la partecipazione democratica e la fornitura di dati e analisi utili direttamente ai responsabili decisionali. E in vista dell’attuazione esecutiva e dell’implementazione dei fondi del PNNR, diventa fondamentale poter valorizzare al massimo la rappresentanza proprio con la capacità di lettura di dati.
I punti fondamentali ai quali la legge si ispira sono:
- l’adozione di una normativa generale per implementare trasversalmente le diverse istituzioni, con la realizzazione di un registro di lobbisti on l’adesione sia delle istituzioni centrali che di quelle locali;
- l’introduzione di una struttura premiale per favorire l’iscrizione al registro, riconoscendo la professionalità del lobbista;
- l’identificazione e definizione della professione del lobbista per la necessità di trasparenza sia per i lobbisti sia per il decisore pubblico;
- l’indicazione di un’autorità preposta alla gestione della normativa sull’attività di lobbying;
- l’introduzione del divieto di revolving doors che impedisce a chi ha svolto funzioni pubbliche di esercitare l’attività di lobby per i due anni successivi.
Nel percorso di definizione su chi dovrà gestire il registro della rappresentanza e delle relazioni istituzionali, prende sempre più piede l’ipotesi che, come suggerito anche dalla Ferpi, Federazione Relazioni Pubbliche Italiana, nel corso di una audizione con la Commissione Affari Costituzionali, possa essere il CNEL, come organo di rilievo costituzionale e per il suo naturale ruolo di casa della rappresentanza.
Abbiamo voluto chiedere a Silvia Fregolent, tra le prime proponenti della legge, quale è il focus sulle donne e quante si occupano di lobby e di relazioni pubbliche.
«Il mondo delle Relazioni pubbliche e, più in generale della comunicazione, vede una presenza femminile – ci racconta – in continua crescita. Leggendo i dati delle maggiori associazioni di pubbliche relazioni dagli anni ‘70 a oggi (seppur con una recente lieve flessione) la presenza di donne nel settore è passata dal 15% a oltre il 50 %. Si tratta di un primato consolidato e virtuoso di pari opportunità che rappresenta purtroppo un caso isolato rispetto ad altri comparti dove il gender gap è ancora molto evidente. È comunque innegabile che in tale settore le qualità delle donne, la loro professionalità e la capacità di mediare per risolvere problematiche, individuare soluzioni e ottenere risultati condivisi sia ormai universalmente riconosciuta da decenni».
Rispetto a quante donne decideranno di approfondire questo percorso in una ottica di specializzazione, la deputata è cauta. «Non è semplice prevedere le complesse dinamiche future del mercato del lavoro – sottolinea – e va ribadito che non esistono settori occupazionali preclusi al genere femminile: quello che va rafforzato sono le politiche di conciliazione e la parità salariale; è però altrettanto evidente che quello delle pubbliche relazioni sia un comparto che valorizza ormai da anni le competenze, il pragmatismo e le sensibilità delle donne. Sono convinta che il quadro normativo e la trasparenza definita dalla nuova legge sui portatori interesse, approvata alla Camera dei Deputati, potranno incrementare la presenza femminile e consolidare un primato occupazionale e manageriale che sia di esempio e apripista per altri settori lavorativi».
