Il progetto “B-Factor: Fattore Bellisario – Adotta una start up” avviato dalla Fondazione Marisa Bellisario in occasione del seminario Donna Economia & Potere si contraddistingue per la capacità di intercettare le imprenditrici italiane che hanno il coraggio e la determinazione di operare in un contesto dove la presenza femminile è ancora limitata.
L’ultimo rapporto a cura del MISE, con la collaborazione di InfoCamere e Unioncamere, dedicato ai trend demografici e alle performance economiche delle startup innovative, illustra i dati aggiornati al 1° luglio 2021, offrendo una vasta panoramica sul settore, a più di otto anni dall’introduzione della normativa dedicata (D.l. 179/2012) che ha creato un ecosistema di agevolazioni fiscali, volte a promuovere la crescita, lo sviluppo e l’occupazione.
Vale la pena ricordare che sono startup innovative le società di capitali che, oltre a possedere determinate caratteristiche economiche, siano in possesso di indicatori relativi all’innovazione tecnologica e cioè investano in ricerca e sviluppo, impieghino forza lavoro con laurea magistrale o che siano depositarie o licenziatarie di un brevetto.
Al termine del 2° trimestre 2021, il numero di startup innovative iscritte alla sezione speciale del Registro delle Imprese è pari a 13.582, in aumento di 1021 unità (+8,1%) rispetto al trimestre precedente. Tuttavia, le startup innovative con una prevalenza femminile (cioè quelle le cui socie e/o amministratori siano a maggioranza femminile) sono 1.746, il 12,9% del totale, mentre nelle società di capitali di nuova costituzione, la percentuale arriva al 21,1%. Anche la prevalenza giovanile (under 35) si ferma al 18,1% del totale.
A livello di diffusione sul territorio italiano, la Lombardia ospita oltre un quarto di tutte le startup italiane (26,7%), mentre superano quota mille il Lazio con 1.586, pari all’11,7; la Campania, con 1.205, 8,9% del totale nazionale e il Veneto con 1.095, pari all’ 8,1%. L’Emilia Romagna è la nuova Regione a superare quota mille, con 1.071 startup (7,9%). Tuttavia, quella con la maggiore densità di imprese innovative è il Trentino-Alto Adige, dove circa il 6% di tutte le società costituite negli ultimi 5 anni è una startup.
I dati analizzati dal MISE evidenziano da un alto che, in un contesto in cui il mondo imprenditoriale tradizionale è in grande sofferenza, le startup stanno diventando un motore per il Paese, in termini di sostenibilità e innovazione, dall’altro, molto c’è da fare per assicurare una maggiore presenza femminile nelle imprese. A tal fine, potrà certamente essere utile il Fondo per l’imprenditoria femminile il cui decreto attuativo (atteso da marzo 2021) è stato recentemente firmato dal Ministro per lo Sviluppo economico Giancarlo Giorgetti e ha ottenuto il concerto del Ministro per le Pari opportunità Elena Bonetti. Ai sensi del decreto, saranno disponibili da subito 40 milioni, successivamente il Fondo potrà essere integrato con i 400 milioni previsti nella missione “Inclusione e coesione” del Piano nazionale di ripresa e resilienza per la creazione di aziende guidate da donne.
L’obiettivo del Fondo Impresa Donna è appunto quello di incentivare la partecipazione delle donne al mondo imprenditoriale, supportando competenze e creatività per l’avvio di nuove imprese e la realizzazione di progetti innovativi.
