La scomparsa di Silvio Berlusconi ha dominato con intensità il dibattito pubblico recente, suscitando diffuso cordoglio e approfondite riflessioni sull’eredità di un uomo – di un professionista – che ha raggiunto risultati straordinari in ogni settore in cui si è speso: nell’imprenditoria, nello sport, nella politica.
Sono lieta di contribuire al ricordo collettivo con la prospettiva e l’orgoglio che mi derivano dall’aver condiviso l’intero percorso della sua esperienza politica, dal 1994 ad oggi.
Trent’anni fa Berlusconi scelse di porre la propria esperienza e il suo impegno al servizio della cosa pubblica, mettendosi in gioco in prima persona per dare una casa comune a tutti coloro che si riconoscevano e si riconoscono nei valori liberali.
Rendendosi interprete del passaggio dalla prima alla seconda Repubblica, seppe riunire intorno a sé – e intorno a Forza Italia, una proposta politica del tutto nuova – imprenditori, pubblici amministratori, esponenti delle professioni liberali. Al tempo stesso riuscì, per la prima volta – e in una fase di profondissima crisi delle istituzioni – a parlare alla gente comune, con un linguaggio semplice, diretto e concreto.
Il suo ingresso in politica fu dirompente, per idee, metodi, forza e innovazione comunicativa. E così il suo successo.
Nel suo lungo e intenso impegno pubblico Berlusconi ha saputo “guardare lontano e capire dove la politica deve andare”. È stato un visionario nel senso più elevato del termine, coraggioso e al tempo stesso dotato di grande realismo.
Uno statista che ha sempre ambito per l’Italia un ruolo internazionale di rilievo, accanto agli altri grandi Paesi del mondo occidentale. Convinto europeista ed atlantista, ha contribuito a rafforzare la nostra adesione ai principi liberali e democratici e a rilanciare le nostre relazioni esterne, ispirando anche l’emergere di un senso diffuso di orgoglio nazionale.
Fin dall’inizio aveva identificato nell’instabilità dei governi uno dei principali limiti della nostra democrazia. Rifuggendo le mere speculazioni di facciata, non si era limitato ad invocare un cambiamento, ma aveva – e ha sempre – proposto e perseguito riforme concrete.
Tra queste si annoverano l’aumento delle pensioni; la revisione del fisco e della giustizia; le grandi infrastrutture strategiche per “accettare e vincere le grandi sfide produttive e tecnologiche dell’Europa e del mondo moderno”… Queste parole, di un’attualità evidente, sono sue. Furono pronunciate nel 1994 e rappresentano soltanto uno dei tanti esempi della vastità e della fondatezza della sua visione strategica.
Berlusconi ha anche indicato la strada per il rafforzamento delle nostre istituzioni: tra le sue priorità c’è sempre stata la revisione della nostra forma di governo, in un senso che veda il vertice dell’esecutivo legittimato dal voto degli elettori: “Un esecutivo che tragga la sua forza dall’investitura diretta dei cittadini e non dalle difficili, precarie e sempre mutevoli intese tra i partiti”.
L’impegno del Governo – e mio personale in quanto Ministro per le Riforme Istituzionali e la Semplificazione Normativa – è rivolto a creare le condizioni per una maggiore stabilità politica e durata degli esecutivi.
Sono orgogliosa di annunciare che la riforma costituzionale a cui sto lavorando sarà dedicata a Berlusconi. Intende essere un omaggio alla sua memoria destinato a durare nel tempo e sono lieta che questo primo tributo giunga da parte mia. Essere, fin dall’inizio, nella sua squadra ha costituito un privilegio e un a onore per me, sentimenti che ho contraccambiato con profonda stima e costante lealtà. Continuare a ricoprire ancora oggi, unica tra quei pionieri eletti nel marzo del 1994, un incarico parlamentare, è per me motivo di grande orgoglio.
La riforma è ispirata alla visione di Berlusconi di un premierato inteso come forma di governo in grado di garantire la piena espressione della volontà popolare, la governabilità e la stabilità del Paese; di creare le condizioni per investimenti e sviluppo e di affrontare da protagonista le sfide di un mondo sempre più complesso.
La perseguiremo con rinnovato vigore, ispirandoci alla tenacia e al coraggio di Berlusconi e promuovendo – anche nel suo nome – cambiamenti strutturali e normativi volti a garantire un quadro di riferimento chiaro e stabile, a beneficio dei cittadini e delle imprese, e all’altezza di un Paese moderno, liberale e democratico.
