“EUROPA IN COMUNE”: RIPARTIRE DAI TERRITORI

L’Unione europea, come tutte le costruzioni politiche, presenta punti di forza e punti di debolezza. Nonostante ciò, molti cittadini europei la criticano, a volte a giusto titolo e a volte meno, senza tuttavia avere i la corretta percezione dei vantaggi che essa assicura. Anzi, più spesso l’Europa è percepita come una matrigna che avanza pretese senza dare nulla in cambio.

La realtà però è ben diversa. L’Europa non va vista come un problema ma uno strumento per preservare la nostra identità e per garantire sviluppo e prosperità. Una dimostrazione concreta arriva dalle politiche per i territori. Da decenni l’Unione europea investe risorse per promuovere la solidarietà sociale, economica e territoriale attraverso la politica di coesione: in questo modo Bruxelles lavora per ridurre le disparità fra le diverse regioni degli Stati membri, con l’obiettivo di sostenerne la crescita economica e lo sviluppo sostenibile e migliorare la qualità della vita dei cittadini.

Più della metà dei fondi dell’Unione europea viene erogata attraverso i Fondi strutturali e d’investimento europei. Se a tali risorse si aggiunge il potenziale dei fondi diretti erogati dalla Commissione Europea si comprende che, se impiegato correttamente, il bilancio dell’UE può svolgere un ruolo considerevole nello sviluppo del nostro Paese.

Purtroppo, non sempre facciamo tutto il possibile per intercettare queste preziose risorse. Ciò è dovuto a molteplici fattori: scarsa fiducia nell’Unione Europea, poca informazione e deboli competenze specifiche in termini di programmazione, formulazione e gestione dei progetti.

I dati, purtroppo, fotografano una situazione non lusinghiera. L’Italia si trova al penultimo posto in Europa per l’utilizzo dei fondi strutturali. Fino alla fine dello scorso anno, avevamo speso solo il 62% dei fondi che ci erano stati assegnati dal 2014 al 2020. Il nostro Paese, che lo scorso ottobre aveva speso poco oltre il 50% delle risorse, negli ultimi mesi ha fatto uno scatto in avanti ma si trova ancora sotto la media europea, che si attesta attorno al 76%. Il risultato è che spesso perdiamo finanziamenti che possono incidere su alcune ataviche problematiche, come il superamento del divario digitale di genere o il supporto all’imprenditoria femminile, solo per fare alcuni esempi.

Da Assessore agli Enti locali della Regione Lazio mi sono immediatamente attivata per capire dove si potesse intervenire per invertire questo trend.

Abbiamo così elaborato il progetto “Europa in Comune” che ha come obiettivo quello di efficientare e implementare i Punti Europa della Regione Lazio ubicati presso i Comuni. Questi Punti sono nati come sportelli informativi inseriti all’interno dei Comuni laziali con lo scopo di rappresentare un efficace e immediato strumento informativo sulle opportunità che i fondi europei diretti ed indiretti offrono.

Siamo andati a verificare se veramente stessero adempiendo alla loro funzione e la risposta, salvo qualche rara eccezione, non è stata soddisfacente.

Abbiamo, dunque, messo a punto un provvedimento che sanasse queste criticità. Innanzitutto, abbiamo deciso di caratterizzarne la denominazione: non più soltanto Punti Europa, che sono attivi anche presso soggetti diversi dai Comuni, ma Punti “Europa in Comune” per garantire maggiore visibilità e specificità del servizio. Abbiamo definito una campagna di comunicazione grafica e di pubblicizzazione del servizio per favorire la nascita di nuovi Punti “Europa in Comune” e agevolare l’accesso di Enti Locali e cittadini alle informazioni.

Ai Comuni chiederemo maggiore impegno: bisognerà dare visibilità al nuovo logo, pubblicizzare il servizio presso amministratori locali e ai cittadini, organizzare eventi di presentazione del progetto e garantire la presenza del personale destinato al servizio per almeno due anni all’atto della Convenzione per dare continuità al Progetto.

Ci siamo anche occupati del problema della carenza di progettisti europei qualificati, che spesso di fatto impedisce ai Comuni di partecipare ai bandi per i fondi diretti. Abbiamo così predisposto l’attivazione di un protocollo sperimentale con l’Università Sapienza di Roma per destinare dieci tirocinanti dei Master in Europrogettazione e Professioni europee e in Europrogettazione per la Pubblica amministrazione e Organizzazioni internazionali ai Comuni del Lazio.

Oggi abbiamo davanti a noi la grande sfida delle risorse del Piano Nazionale di Ripresa e Resilienza. Ma se non sapremo spendere le risorse ordinarie, per ammodernare piccoli e grandi comuni, la trasformazione in atto con i fondi del Next Generation Ue rischia di rimanere incompiuta e questa sarebbe per il nostro Paese la più amara delle sconfitte.

L’Europa che riparte dai territori, dalle Comunità, dalle Autonomie locali è la sola Europa possibile: dobbiamo lavorare uniti per renderla ancora più prospera e partecipata.
